ABSTRACT: Discusses the FRBR entities work, expression, manifestation and item; suggests which types of changes in content are significant enough to create a new expression and which types of changes in format and identification merely create a new manifestation. Makes recommendations for changes in record structure to better differentiate between data pertaining to an expression and data pertaining to a manifestation.
