California Race, Education, and Community Healing (REACH) Network Baseline Report
Abstract
The baseline report of the California Race, Education, and Community Healing (REACH) Network examines Year 1 implementation across ten California school sites working to reduce exclusionary discipline and foster more equitable learning environments. Drawing on statewide data, school and district artifacts, and school profiles, the report documents persistent disparities in discipline by race, disability status, gender, and socioeconomic background, alongside the return of pre-pandemic patterns. Findings show that REACH schools predominantly serve low-income students and students from historically marginalized communities. Further, these schools are actively implementing restorative practices, while also strengthening family engagement, using data to guide improvement efforts, and providing targeted professional development. The report concludes with lessons and recommendations to strengthen implementation, sustainability, and long-term systems change.
